Under the Second 8-year Strategic Plan for the period 2009/10 to 2016/17, the Vocational Training Council (VTC) has identified Curriculum Development and Enrichment, and Flexible Delivery as two of the six Value Innovation Strategic Initiatives. It is also planned that a new flexible curriculum structure for Diploma in Vocational Education (DVE) programme would be developed under the Module Accumulation Programme (MAP) for implementation starting from AY2009/10.

To ensure that VTC will have the appropriate staff to drive its value innovation initiatives, the Second 8-year Strategic Plan also emphasizes the paramount importance of staff development under the Human Resources Initiative. In this regard, a 2-year project integrates the staff development and curriculum development is then proceeded under the auspice of SDED and DED(OP).
